Authorities are continuing to analyze evidence connected to the alleged conditioning program and reviewing whether any third parties may have enabled or encouraged it.
Police said additional materials from the confession may be released as the case moves toward court.
For now, investigators say one conclusion is unavoidable:
“This wasn’t a crime born in a moment,” an official said. “It was built—step by step—over years.”
